I believe the user is trying to state that the simple access module's info file should be altered to add it to "category" access. This would allow it to show in administer -> modules under the heading access

Most sites only have a single node-access module installed. It's silly to have a separate "package" (which is what it's called in the .info files) for "Access" related modules. "Other" is just fine, since in the overwhelming majority of cases, an "Access" grouping will only have a single module in it, and that doesn't help anything. A "package" should only be used for families of modules that depend on each other and are related together (e.g. CCK, ecommerce, views, etc).
