I have no idea if we have rules governing this sort of behavior but shanidkv but has several themes where they keep editing the project description without making any changes, I am guessing to pop the theme up on the forums. The user has been around for 33 weeks and Professional Pro theme has 39 revisions. None of the last five revisions for example show any visible changes. The other themes from the user exhibit similar behavior though not as extensive. Looking for other opinions on this type of behavior.

For that user we temporarily removed edit access to their project pages. However he did more then just edits.

I sent an email to the user asking them to respond here. Also warned them about blocking their edit access to the page if more of the 'no visible changes' edits happen.

I have one doubt. without updating theme should not come on top list of "most installed". in this case what can i do to list my theme on top. if i didn't update theme that will showcase in same page.

My theme users are very satisfied with my theme and i got lot of appreciation from users.

It against drupal.org policy to try and force your theme/project/post to the top of the list. That is what started this thread. "most installed" is actually controlled by how many installs have been recorded for the theme. Zen which is at the top of the list has 104796 installs. Omega which is next on the list has 58839 installs. Your most installed theme still has less than a thousand installs, so in terms of "most installed" you have a ways to go. Continuing to try and force your themes to top of the list can get you banned on drupal.org.
