When I click on the Change Cache option in the Display Settings a popup window ("Cache method for this display") opens but keeps white. I cannot change anything.

Any suggestion please?

Check all of your watchdog logs, apache logs and javascript console to see if something crashed with an error message. This kind of error is often caused by other modules interfering with Panels' javascript, but not always.
