When I do not allow users to modify their own submitted webform entries I would still expect them to be able to edit and submit a webform entry previously saved as draft (using the "save draft" feature), but unfortunately that is not the case.

Drafts are not "editable" through the normal "View your previous submissions" link. Instead the draft submission is automatically reloaded into the Webform every time the user views it, until they submit the entire form. There isn't any ability to have multiple drafts. There's only one at a time, and it's auto-loaded into the form every time the user views the form.

I'm marking this fixed as a support request, because I think it's a misunderstanding of how the system is built. If I misunderstood your request, please reopen and elaborate on what you're expecting Webform to do, and what it's doing instead.
