Right now qtip is failing to download the min version on make. I believe this is because the /development branch has a failed build on qtip's github page. My suggestion is the file is downloaded directly.

Thanks. This was resolved in #1874246: Unable to download qTip library inside a drush make process. Incidentally, there were four different issues opened for this ;-)
