Forgive my ignorance, but why does panopoly_core have a dependency on views_ui?

I would like to disable views_ui on my production site to help with performance and administration workflows but can't currently because of the dependency.

I agree with this and think Views UI should be not formally required. Marking as a duplicate of #1984720: Views_ui should not be a hard dependency where we can take care of the issue.
