Action for VBO/Rules

It seems many people would like to have a VBO/Rules action which updates the extracted Exif data. Original request can be found here #668690: Drush support for Bulk update of extracted EXIF data
Splitting this request off from the original seem like a good idea. As that thread already has a patch which adds a drush command, which is not the same as an VBO/action.

Hopefully I (or someone else?) will have time to get this started in the coming weeks.
