path to theme

I am having trouble using "%theme_path" to get at graphic files in my theme directory.
Can you please provide a literal example of how to phrase the statement?
My file is in sites/all/themes/my_theme/files/image.jpg
For example sake, please use this in the context of the SetBackground function.
