Edit toolbar should have fixed position when content extends past the fold

When working with large pages, the edit toolbar should have a fixed position on the top of the window when the user is editing content past the fold. It's pretty counter-intuitive to have to scroll down the the bottom of the page, select an element you want to edit, and scroll back up to the top of the page to blindly perform changes.
