I have complete access to the server in SSH and I read this:
Browscap requires that your server be able to "phone out" (make a http request)
"Phone out" there is not.
How can I activate it? Can you recommend me a guide?

If your problem is that you cannot have server-to-server connection, because of firewalls etc, you may have a look at #749498: Provide a method for manually updating the browscap information [WORKAROUND]
