Have you read the numerous other comparisons between Drupal and WP on this forum? They do cover SEO. You should read them before starting a new thread. The search facility on this site is not great but you can find them via Google.
Wodrpress has cleaner markup out of the box, and is faster on cheap hosting. Drupal 7 has RDF out of the box, and in practice is less often hacked and more secure than WP. These are pluses for SEO. But they are all issues which affect the low-budget / lazy website: someone who cares enough about SEO to put some time and money into the site can sort out these issues on either CMS.
