After upgrading Drupal core to 7.x, is there a recommended order for upgrading contributed modules? I was migrating CCK fields first, but then I ran into problems with CCK fields not working when Views was upgraded. My next task is upgrading Panels so I'm not sure how that will turn out.
I'm wondering, should I upgrade Views and Panels before migrating CCK fields?

I don't think there is a definitive answer to that. I think it is more about following the readme / upgrade instructions for each module.
From my point of view, when I upgrade a site I upgrade core (which is what you have done) then I migrate the CCK fields before even touching any contributed modules. For me I find this the best way because you can ensure that the content (inc images etc) have all upgraded correctly.
It's a sort of process of elimination. If you then move on to upgrade module by module if you encounter a problem you should know where the problem lies.
