Is it safe to upgrade from Biblio 7.x-1.0-rc4+59-dev to 7.x-1.0-rc5? Or should I continue updating on the development track to 7.x-1.x-dev (April 26, 2013)?

You could go either route. The -dev branch always has the latest bug fixes. It's also a good idea to run update.php after an update as well just in case there have been some DB changes.
