Changing layouts with IPE causes "An AJAX HTTP error occurred. HTTP Result Code: 200"

I'm using the latest devs of ctools, panels, and panelizer 3.x-dev. When I try to use IPE to change a layout on a panelized node I get the following types of error messages when I try this on different pages. Here is what some of them look like:

This happens when I click the save button inside of Change Layout modal popup. If I refresh the page then I can see that layout did in fact change. This happens on panelized nodes and regular Panel pages that have IPE enabled. Note: I can change the layout without an errors with the standard panels editor.

Any ideas on what could be causing this?
