Skinr works correctly for admin role, but skinr is not working for other roles or authenticated users. i gave below permissions
Administer Skinr,
Edit skin settings.,
Edit advanced skin settings,
Use the Stylizer UI,
but still not work for me.
i am using Zen theme.

Unless you also give the "Use contextual links" permission, you won't be able to use the cogs to 'edit skins'.
You can still edit the settings by going to the correct URLs, with the permissions you set.
