Scheduled state change should be recorded as the requesting user

I have noticed that scheduled state changes are credited to Anonymous because that's who Cron is. I don't like this. I think the user who requested the state change should be recorded as the perpetrator. This would not be a trivial change, but it's one I think is needed. Do others agree?
