Remove rules dependency

I'm using cache actions without any rules - cache actions simply defines custom panel pane cid schema and cache are cleared in hooks.

Is rules doing anything else in the backend I'm not aware of? otherwise it would be good to be able to turn rules off as I'm not using it for anything else.
