I'm using cache actions without any rules - cache actions simply defines custom panel pane cid schema and cache are cleared in hooks.

Is rules doing anything else in the backend I'm not aware of? otherwise it would be good to be able to turn rules off as I'm not using it for anything else.

Cache actions rules could be a sub-module??

If you think its worth doing I'll work on a patch.

This is my situation as well. I have a known but unsolved issue with rules where it simply stops working a while after clearing caches. All my cache actions are done through hooks and I'd like to disable rules.

I'll do some testing and report back.

Well I can report I haven't found any problems using cache_actions with the rules module disabled.
