Fatal error: Call to undefined function libraries_detect()

I installed openlayers 7.x-2.0-beta5 and Proj4JS 7.x-1.2

When I try to change openlayers settings I get the error:
Fatal error: Call to undefined function libraries_detect() in C:\xampp\htdocs\thisisbalibaby\sites\all\modules\openlayers\modules\openlayers_ui\includes\openlayers_ui.admin.inc on line 40

And when i try to run update.php script I get this

Fatal error: Call to undefined function libraries_detect() in C:\xampp\htdocs\thisisbalibaby\sites\all\modules\proj4js\proj4js.module on line 14
