Add Masquarade users with Rules?

I wish to use have a auto-fill field in my Profile2 profile that, when the Profile is created, an admin can add a username in the field and perhaps with Rules, or in a module, the new user could be added to the Masquarade list on the user account of the username I entered.

Basically I am trying to programatically add users to the Masquarade list from the targeted user account. Is this possible? Thanks.
