Layout only working as expected with Panopoly. Are there undocumented dependencies? [#1989442]

I have sandboxes for Drupal 7 Standard profile, the Spark distro, and the Panopoly Distro.

Layout works as expected out-of-the-box in Panopoly only. In Spark and Standard, the Layout "builder" doesn't appear in panels.

Am I missing something? What is Panopoly doing for me that I need to do to get Layout to work elsewhere?

Issue summary:

Layouts by itself puts the layout editor at admin/structure/panels/layouts, not on the panel content page.

However, there's still a bug where you cannot edit a layout once it has been created.
