Conditional fields work fine for a logged in administrator but do not work if not logged in to Drupal

The webform is used as part of Ubercart checkout. "Generate a checkout pane" is checked

I don't provide support for Ubercart in the Webform queue. If this problem exists on a normal Webform not part of an Ubercart Checkout Pane, please transfer back here, but my guess is Ubercart Webform Checkout Pane simply doesn't fully support the 4.x branch of Webform yet.
