I am not seeing any entries in my site's log when emails are triggered by a webform submission. Is the expected behavior? Is there an easy way to create watchdog entries when emails are sent due to webform submissions?

Webform does not log anything to watchdog when e-mails are sent. You can log outgoing e-mails with several modules I believe:
