May I suggest the option of set a definite expiry date (say '30, June, 2008') for a term?

I run a school site and we would like to make expiry our grade taxonomies on the end of each semester.

Yeah, very good idea. It is planned in ytour battleplan or we have to make it ourselves. If the second options, do you have some restriction to put this new functionnality in your module core ?
