If an author without set domain access permission creates a node and assign it as DOMAIN_SOURCE_USE_ACTIVE he then cant change source domain at all, an admin has to do this

This would be a feature, not a bug, and it is a feature that is expressly not implemented because it breaks the security paradigm.
