http://dlc.sun.com.edgesuite.net/netbeans/7.3/final/bundles/netbeans-7.3..., is the link I get from the download page, not sure if that is routed to find a closest mirror, but I think http://download.netbeans.org/netbeans/7.3/final/bundles/netbeans-7.3-php... also works.

Should be a simple task to update the Latest Stable Release URL to this one. If I get a moment a patch will follow.
