Actually Entity Translation provides an admin option on node configuration to filter (or not) comments per language.

Is it possible to have another option to expose this filter to final users?

I don't see technical difficulties, obviously someone should find the time to code it :)
Perhaps it would be better to just replace the comment listing with a view.
