Some changes to allow for mixed global and theme file perms.
A lot of work done on permissions and such. Getting close to a 2.0 release

Finished the access skeleton. @todo add theme specific settings for access. This might be abstracted out into a seperate module.
Some base work for the IDE module.
Added api.php and started on theme_editor_ide functionality.
Made a few changes to the default page of themes for the Editor Tab. - Nested the sub themes under thier base themes
Added a default listing of available Editors for the Editor Tab
