For beta4 the notes state

This release contains a number of bug fixes that had piled up since the last tagged release. Notably, it does change the API with respect to address field element rendering, with elements including #options lists no longer automatically expanding to the full name option value unless it sets its #render_option_value attribute to TRUE.

My address field is now only displaying the key for the County and Country elements which doesn't happen with beta3. I had made some additions to address.inc to include Irish counties and have added these to beta4. What else do I need to change to get #render_option_value attribute to TRUE and to get the components to display correctly please?

[EDIT] After changing the display settings the Country component seems OK now but the State field is still displaying the key.
