Get the templet as a "Centered Table"

Hi I want the site to be shown as the attach pic.

I've tryed to set the margin at 50 % in the Basic_layout.css this does it but unfortunentley it also makes a big space (aprox. 10 cm) between the logo and the top of the page.

How can I do this with out having a lot of space in the top?
