Allow override in Rate expiration - permissions?

Can we create permissions on the rate expiration so that the node submitter can or cannot set their own start/stop expiration dates? In my particular workflow, I, the administrator, should be able to dictate when the voting starts and when it stops - not the submitter. Or at least have various roles start/stop the voting.
