adding a content area under the header

Description

I would like to move my primary navigation to a block underneath the header. It would be as wide as the header, but not in it. I am using a module that allows for a drop down menu, but does not allow that menu to go in the header (lucid_Menu).

How can I add an area under the header to move the primary links to?
