In short, users will typically use the "sticky" bit to provide introductions to their blogs. These introductions will make little or no sense on the "blog" page, which lists ALL users' posts. Additionally, if you have more than 10 users with stickied posts, the /blog page effectively becomes useless, as it is now a static listing of all users' stickies rather than a dynamic listing of their posts.
