I'm trying to get a horizontal line across the top of the entire web page just below the menu, but it is contained within the fixed divisions of the Drupal layout. Is there a way to get a horizontal line outside of the divisions?

I'm using a modified Omega theme and it has to be responsive.

http://www.ecoliteracy.org/ shows the line I'm trying to copy (across the top of the page under the menu items).

http://www.stopfoodborneillness.org/testsite/achievements shows my line (under the menu in a similar position).

Have you tried using a single horizontal line as a background element?

I was hoping for something a little more secure and anchored to an element of the layout.

In different browsers I get slightly different results.
