Use panels patch for machine names to make cleaner exports?

#1277908: Introduce UUIDs onto panes & displays for better exportability & features compatibility is looking to add a patch to use machine names instead of the whole new-x mess (which is causing features overrides exports to be very ugly and weird errors (due to ->context being a string sometimes, array others so changing between the two seems to be confusing features overrides).)
