After some testing....I determined that I did not have a .htaccess file for one thing, but that only succeeded in getting rid of some 404 errors in my logs.

Otherwise, this appears to be failing on trying to insert the admin username and password into the db for Postgres.

Edit:

I have confirmed that this must be an issue with commerce kickstart, and not Drupal itself, but I'm going to try a totally fresh installation again using Commerce Kickstart, as a regular Drupal installation went just fine on Postgres.

I can confirm that there is something going on with this project and not the Drupal install itself.
I'll see if I can track down the sql insert statement to see if that's the culprit.

It seems to have been an issue with PHP and/or Apache.

upgraded PHP to 5.2.17 and restarted apache (which I did not do in the first place).

Works as expected.
