As suggested by jhodgdon at https://association.drupal.org/comment/4508#comment-4508 it would majorly simply the UI when updating issues if the description/body field was just "Long text" not "Long text with summary". We never display issues by teaser, so this is just needless complication.

Committed, http://drupalcode.org/project/project_issue.git/commit/e469183. This doesn't actually change the field type, just the configuration, to hide edit summary.
