I have installed CKEditor 4.11 running on Drupal 6.25. The toolbar does not show up when I edit/create a node. I selected the full toolbar in the editor configuration. I have uploaded ckEditor to the libraries directory as well as to sites/all/modules. I have disabled Google analytics and am not running any custom modules.
