i tried to register an account (to test it out) and it said it couldn't send out the email and at the same time said to confirm the email for activation

am i not supposed to be able to register accounts with drupal on localhost?

It just means your local server is not set up to send email. You can either fix the issue or simply add test users as the admin which will allow you to set the password.
