Site functionality problem - can't become a Drupal Assoc member

Decided to become a member of the Drupal Association, but the link to "Become a member today" is broken, I get a "Forbidden" error.

To duplicate, login and click on "Logged in as ...." on the main menu, which takes you to your Profile page. On the right side is the message about joining the association that has the broken link "Become a member today". (https://association.drupal.org/membership)
