Seperate user access for Settings and Moderation

There appears to be an illogical (at least to me) set of user access permissions, where moderating abuse reports requires the same permission as administrating them. For the setup that I would like to use, this poses a problem. I want my moderators to handle the abuse reports, but they should not be having access to the administrative settings.

Is it possible to add an access permission to the list, like "moderate abuse" or something like that?
