Anyone know what this means? I just moved my site over to a new host and now getting some issues.

The Message
The selected file tmp/fileXf6um0 could not be uploaded, because the destination Files2/css/46300889b8f48309d325946ec171962e.css is not properly configured.

Also when I go to edit a page I get a white screen with scattered areas of text and my CSS is not in place?

A simple Google search of your error reveals this site, which may have the cause/solution to your problem.
