When trying to make a new registered user active -- requiring approval --
the user name filled in is incorrect: it puts my own user id (e.g. admin).
So I have to retrieve the user id from the email message alerting
me of a new user registering.

I think you posted this on the wrong place, the Admin block module has nothing to do with users.

My guess is you told your browser to remember your login/password.

In that case, the user name defaults to your user name in all the user forms.
