Jrating and taxonomy ticker

Hi,

I have been trying to implement the taxonomy ticker into my drupal site. I have read over the support requests under the module page and I can't seem to find one that addresses my problem.

I am running
Apache version 1.3.37 (Unix)
PHP version 4.4.4
MySQL version 4.1.22-standard
Drupal version 5.3

I am using the garland theme. I was able to create the taxonomy ticker and customize the font and background color. I put it in the right sidebar and it does not line up with the other blocks in the right sidebar. The only way I found to fix this was to go to taxonomy_ticker.css and make the margin of the #scrollerClipper to a negative value. This does not help though because the ticker then covers up the other blocks in the right sidebar. In addition, the ticker does not want to obey the weight order of the blocks on the right sidebar. I have tried editing taxonomy_ticker-0 in the theme style.css files, but it does not seem to affect the ticker.

Secondly, when I go to a page of content that shows up in the ticker(the actual story page), the footer of the page moves up and down constantly until I run my mouse over the ticker to stop it. The footer starts flickering when I move my mouse off of the ticker as well.

Thirdly, the ticker is not starting automatically in IE7.
