Given the current momentum and the little time remaining i suggest to develop a minimalistic connection kit as follows (and let the ideas or connection spaces for later...)
1-add below description text box another text box called "connected actions"
" describe here your links with other actions whose node number you give below
2- have three " number of connected action " fields
so user would have only to put the number of the action node they want to connect with , and have 1 or 2 or 3 connections
with a check that this node is an action node
if at least one field if filled with an action node
3- change the color of the marker on the map
4- -edit automatically "Connected to "name of (first) connected action" clickable link in the action pop up clicking on it would leave the connected action and edit a number 2 or 3 showing the number of connection if more than one
5- edit a "Connected to "name of (first/second/third connected action" clickable link in the action display, clicking on it would leave the connected action

these new fields could be left blank (or even not displayed) at action creation
they would be visible at action "edit"
an action "edit connection to other actions" could be visible next to "my actions" menu and would give a little explanation and then lead to editing an action

I did reply to this quite a while ago, must have had too many windows open when the browser crashed, and never found my way back.
This can be done with a node reference field, which would be available only to administrators and the creators of the action (or action space?)
Alternatively I could try to very quickly get a working version of http://drupal.org/project/related_content

i understand that the second point is much more ambitious and powerful than the first, .... so i am suspicious about the " very quickly" that you put in it.
may be start with the simple ( option 1 )- and then explore further - is it possible to have a reference to several nodes in a same node?
observation : None of the two concepts is providing any "specific space" for the connection - they are just allowing to name them - so we are basically considering 1-1 relationships, in a kind of mesh ..
it may be needed to provide space for the progressive coalescence of big coalition of action spaces, emerging with their internal common life : being able to "associate ", when relevant a "connection space" to a set of connection ( option 1 or option 2) would be a plus- with participants being included in an organic group on request
Also not forget the the idea that the "connection status" of an action should play on the color of its balloon 0 connection = orange 1 connection = yellow 2 connections= pink etc....
Also would be good to have a directories of connections links
