Menu items with type MENU_ITEM_GROUPING are enver really disabled or enabled, but that is how the menu module's UI sees it now. There is a bit more to be done, but this is a good start (might be okay for 4.6). I think other enhancements for these special items will have to come with more sweeping UI changes to that module.
