When [1] gets implemented "RSS Publishing" will be wrong. It would make sense, even if [1] won't get implemented, to rename this one to "Feed Publishing". Feed is a more common description and if another format will ever get implemented it will be the right description anyway.

I'd support this, even if ATOM support won't get into Drupal before D7. Just as Marco says, "feed" is the generic term, and some contrib module might add other formats to it.

IMHO it is better to tell them that it is RSS for now. Not to set false expectations. Merge with http://drupal.org/node/202018 and modify help text there when appropriate.
