Enhance module descriptions of blog.module and blog.api

Description

Steps to reproduce: Select module settings in a standard drupal installation. Read the help texts of "Blog" and "Blog API". This one was suggested at [1].

Especially for drupal-newbies it is extremely difficult to understand when "Blog" ,"Blog API" or just a "story" are needed. Enhance the help text so it gets clear what the use case is for each module.

Setting this to "needs more info", feel free to make suggestions.

To quote Gábor from http://lists.drupal.org/pipermail/development/2007-December/027977.html: "RC1 is string freeze, so whatever needs modifications in the strings is generally postponed to Drupal 7."
