Issue Summary
The attached patch standardizes on "blocks configuration page", rather than "blocks administration page" or "block administration page". We had far and away more "blocks configuration page" then we had of the other variety, but I can swap them all to "blocks administration" if this seems confusing in relation to the individual block configuration page.

Let it be "blocks administration" IMHO, it makes for some confusion to refer to it as configuration, when all you do it to place blocks not "configure" them.
