I would say: have a setting with which we could decide how many projects are listed in projects list pages.

This was an easy take, and it required path changes anyway (whether you count path changes on the admin interface or path changes with the pager query params on your site ,when you modify the setting), so I figured its is rather to implement now then later. The admin pages were changed to group l10n_server setting to a common admin group.
